President in Ivano-Frankivsk region: The process of decentralization is not irreversible and we cannot allow its backsliding

During the Regional Development Council in Ivano-Frankivsk region, President Petro Poroshenko warned that the process of decentralization could be stopped and urged Ukrainians to unite to prevent this.

The Head of State stressed that due to the decentralization, power, authority and financial resources were transferred to the local self-government. “For the responsibility without resources is a deception that the Ukrainian government has always been engaged in … Previously, the share of local budgets in the consolidated budget was around 30%. Today, starting from 2018, the share of local budgets in the consolidated budget, taking into account subsidies and subventions, is 51%,” he said.

“I emphasize, only the need for defense spending now, during the aggression, does not allow me to further move the ratio in favor of local budgets. But I am the defender of decentralization … Are the changes in decentralization irreversible? Definitely not. It is enough to change two laws – the law on the budget and the Budget Code. And all the money will go to Kyiv again. Therefore, we have to unite and prevent the backsliding,” the Head of State emphasized.

The Head of State noted that during the trips to the regions he sees that the communities themselves solve their problems. “Communities do not just repair the roads or insulate the facade. Communities no longer keep money on deposits, they have learned how to use them effectively. They see the prospect, create a strategy,” he said.

According to the President, on website of the Ministry of Finance, citizens have an opportunity to see the income and expenditure part of the budget of each territorial community. Petro Poroshenko stresses that the goal of decentralization is Ukraine without a periphery.

The Head of State noted the investment and tourism potential of the region. “Ivano-Frankivsk region is looking for opportunities to attract foreign and Ukrainian investments … Communities are holding a genuine competition for the investor. And this is what Ukraine needs – creation of new jobs in its territories,” Petro Poroshenko said.

The Head of State noted the prospects for infrastructure development, education, medicine, expansion of Internet coverage, etc. According to him, in 4 years, the medical institutions of the region received more than 2 thousand units of medical equipment for the total amount of 175 million hryvnias. 26 new outpatient clinics are planned to be built this year in rural areas of the region.
