Volodymyr Zelenskyy: Diia app is the first step towards building a state-service

The Head of State noted that the work to create the service took only six months.

The state should be a convenient and understandable service for the person, and Diia mobile application is the first step towards this goal, as stated by President of Ukraine Volodymyr Zelenskyy.

“During the presidential campaign, I said that all of our team dreamt of “A State in a Smartphone”. That I dream to drastically change the format of relations between the state and the citizen. The state should be just a service for the person. Convenient and, most importantly, simple and clear,” the President said during the presentation of Diia project.

Volodymyr Zelenskyy said that due to Diia mobile app, which is now available on the App Store and Google Play, nine million Ukrainians can use their driver’s license and vehicle registration certificate on their smartphone.

The Head of State noted that the work to create the service took only six months.

“Ukraine has become the third country in Europe to have something like that. Congratulations to our country! It is very important that not a single hryvnia from the state budget was spent on creating this application,” the President noted.

According to Volodymyr Zelenskyy, Ukrainians would have got access to digital passports by the end of winter.

“With a smartphone, citizens of Ukraine will be able to certify their identity when traveling by train, during medical treatment, conducting banking operations, and so on,” he said.

In addition, e-Maliatko service started working in pilot mode from the new year. It is now available in Kharkiv, Vinnytsia, Kryvyi Rih and Lutsk. In a few months, it will appear in dozens of major cities of Ukraine as well.

e-Maliatko combines up to ten government services required at birth. These services can now be obtained with a single application at the maternity hospital or online. Without submitting 37 different documents and going to 11 institutions, as it was before,” Volodymyr Zelenskyy said.

“In general, our goal is to make sure that all relations with the state can be carried out with the help of a regular smartphone and the Internet. In particular, voting. This is our dream and we will do it – in presidential, parliamentary or local elections. It is a challenge. Ambitious yet achievable,” the President added.

Volodymyr Zelenskyy believes “A state in a smartphone” changes the attitude of government entities to a citizen.

“This is a fundamentally different attitude to a Ukrainian. This saves taxpayers the most important thing – their time. Saves money and nervous system,” the President said.

The President acknowledged that there were obstacles to digitization, such as outdated legislation, resistance from officials and insufficient Internet capacity.

“But we have the most important thing – talented people capable of achieving a goal, achieving changes. People say that political will is also required for that. I have it. Hence, we will have an e-country,” Volodymyr Zelenskyy emphasized.
