President submitted a draft law on liability for illicit enrichment for consideration by the Verkhovna Rada as urgent one

President Petro Poroshenko signed a draft law amending the legislative acts on liability for illicit enrichment and submitted it for consideration by the Verkhovna Rada as urgent one.

“This morning, I have signed, and now I am commissioning to register a presidential bill, which takes into account the remarks, but preserves the key position – the inevitability of criminal punishment for illicit enrichment,” Petro Poroshenko said at the meeting of the Regional Development Council of Kirovohrad region.

“I am hopeful that the people’s deputies will have enough political will and courage to support the President’s bill,” the Head of State added.

He recalled that the Constitutional Court had made a decision a few days ago to abolish article 3682 of the Criminal Code of Ukraine providing for liability for illicit enrichment. The Constitutional Court clarified that the given article was unconstitutional, as it violated the basic principle of the protection of the rights of a citizen – the presumption of innocence.

“As I promised yesterday, as soon as the decision of the Constitutional Court on the unconstitutionality of this article is made public, I will submit this bill, which will regulate this issue,” the Head of State said.

Petro Poroshenko stressed: “I want to reassure everyone once again, as President who stood at the origins of the creation of the whole anti-corruption infrastructure – the National Anticorruption Bureau, the Specialized Anticorruption Prosecution, the National Agency for the Prevention of Corruption, the introduction of electronic declarations, the introduction of the ProZorro electronic procurement system, a huge number of decisions, changes to the legislation and reforms that we have made, today we have to do everything in our power to block any opportunities for the illicit enrichment, to ensure the investigation of all criminal cases and the inevitability of punishment for illicit enrichment”.
