Today, the state is a partner of a rural doctor – President

"The state is now a partner of a community. This happened due to the launch of our decentralization program," Petro Poroshenko noted.

At the “Aid is Nearby!” Forum on medical reform, President Petro Poroshenko emphasized the importance of the development of rural medicine and the support for doctors by the communities. The President stressed that the state created the necessary conditions for the effective work of the rural doctor.

The President noted that he had made the rural medicine a priority and offered to allocate part of the funds confiscated from the previous government to this sphere. “6 billion in total. I emphasize that this is only the beginning,” he said. The Head of State reminded that the project of rural medicine had been launched a year before and in a rather short period of time a bill had been supported by the majority of people’s deputies.

“The development of rural medicine has received adequate financial support. This became possible, I emphasize again, thanks to the professional actions of the Prosecutor General’s Office of Ukraine. Before the start of the rural medicine program, everyone told me that this was impossible, as it would require decades and tens of millions of dollars,” he said.

According to him, as the first result, 517 new energy efficient outpatient clinics were designed in villages. “You remember the situation in the villages before the implementation of this program,” Petro Poroshenko noted.

At the same time, the President is not satisfied with the pace and demands more. “I can report that 392 of these 517 are already being built. 71 outpatient clinics will have been put into operation by the end of March 2019. I will personally control that,” Petro Poroshenko emphasized.

“Today the state is a partner of a rural doctor. The state guarantees: we will build or qualitatively repair an energy-efficient building for your comfortable work,” Petro Poroshenko noted.

According to the Head of State: “Now it is up to the communities. Stimulate doctors, give them more money. The more you pay them, the better the doctor’s professional level is. Each of these hryvnias is not a budgetary expense, it is an investment in the health of the residents of your community”.

The President reminded that a completely unique model – telemedicine model – had been proposed. “I remember how everyone immediately began to troll the term “telemedicine” and did not believe in that. But each developed country has already embarked on that path. And I deliberately asked our government delegation to travel to Canada and study their experience,” Petro Poroshenko said.

He emphasized that the modern mobile technologies allowed to set a diagnosis within “golden hours”, “platinum minutes” on the basis of simple laboratory tests and urgently provide medical care to the patient. “Including at the expense of the available drugs program. This is a real step towards the establishment of a medical logistics system for a quick response to the calls,” the Head of State emphasized.

The President says that this experiment is currently taking place in rural areas in Kirovohrad, Kharkiv, Vinnytsia, Dnipropetrovsk and Poltava regions. “Telemedicine testing will start in rural clinics. For four nosologies – cardiovascular diseases, diabetes, bronchial asthma and dermatological diseases,” he said.
