During the Regional Development Council of Rivne region, President Petro Poroshenko emphasized that due to decentralization, the budgets of local communities increased significantly in relation to the state budget. Budgets of community development also increased.

“We did honestly – along with the authorities, we transferred financial resources,” Petro Poroshenko said.

The President recalled that the share of local budget in the consolidated budget is 51%. “And only the necessity of defense expenditures does not allow us to further move this ratio in favor of local budgets. But this will be continued, I promise you,” he added.

The Head of State also emphasized that the budgets of development have considerably increased in recent years.

“Compare – in 2013, local communities received UAH 500 million for their development from the state budget. In 2019, the state budget allocated 33.5 billion UAH for that. Local budgets have increased 67 times. During the war,” the President said.

“We said: now you make a decision yourself, explain the decision, defend yourself in front of communities and answer for every hryvnia. Change Ukraine. Yes, you must report for every hryvnia,” Petro Poroshenko emphasized.

The President informed that the budget of each community was published on the website of the Ministry of Finance on his instructions. This allows each member of the community to check the spending of local communities.

“And one more, perhaps the most important thing. Decentralization is not every man for himself. On the contrary, decentralization is the association of all for the common purpose. And when we are united, nobody will beat us,” the President emphasized.
