Ukraine and Estonia to deepen cooperation for the implementation of President Volodymyr Zelenskyy’s “A state in a smartphone” concept

On June 10-11, the Ukrainian delegation headed by Advisor to the President of Ukraine Mykhailo Fedorov, was on a visit to Estonia. The purpose of the working visit was the professional assessment of “A state in a smartphone” concept and the involvement of a high-quality expertise in the future.

“Estonia was the first in the world to introduce electronic interaction between registers and ID-cards, held electronic elections and reached the indicator of 99% of online services, provided the opportunity of “e-citizenship” – the experience of this country is really impressive. Our goal is to apply the most advanced and innovative technologies and approaches to implement “A state in a smartphone” concept to make a rapid jump and skip several evolutionary stages where possible,” Mykhailo Fedorov said.

In the framework of the two-day visit, the Ukrainian delegation conducted more than 10 meetings, in particular with the Chief Information Officer of Estonia, the Secretary of State of the Cabinet of Ministers, representatives of the European Commission, the Ministry of Foreign Affairs, the Information System Authority, the Center of Registers, the Estonian e-Governance Academy, etc.

“The key moment is that we received a very positive feedback concerning our plans from Estonian experts. We also agreed on specific support in the audit of registries, the development of the Trembita system, the modern SmartID electronic identification, the introduction of e-Residency. At each meeting, we felt absolute openness and a desire to help Ukraine. This is inspiring,” the Advisor to the Head of State added.

For his part, First Deputy Head of the State Agency for e-Governance Oleksiy Vyskub noted that the active development of the Trembita system of electronic interaction, which started functioning in Ukraine at the end of May, should lead to full reengineering of all inefficient, bureaucratized and corrupt processes in the state. In Estonia, on the basis of the X-Road, the analogue of the Trembita, 2 691 e-interactions were implemented. When Ukraine has at least 100 such interactions, every citizen will already feel that the services have become simpler and more convenient, and the state has become transparent and efficient.

It bears reminding that expert discussions of “A state in a smartphone” concept will begin this week. After that, the document with a detailed action plan for 2019 and strategic goals until 2024 will be released.
