Cabinet temporarily bans foreigners from entering Ukraine, but with exceptions

Ukraine’s Cabinet of Ministers has adopted a resolution to temporarily ban foreigners from entering Ukraine until September 28, except for certain categories of citizens.

The document was made at a government meeting on August 26, according to an UNIAN correspondent. “In order to prevent the spread of the second wave of COVID-19 in Ukraine… This is to temporarily ban the entry of foreigners and stateless persons into Ukraine for the duration of the quarantine, except for certain categories of persons,” Ukrainian Interior Minister Arsen Avakov said when presenting the resolution.

Who will be allowed to enter Ukraine According to Avakov, the entry amid the quarantine is prohibited for foreign citizens, except for persons who: Enter the territory of Ukraine in transit and have documents confirming their departure within two days; Study in Ukraine; Undergo military service in the Armed Forces of Ukraine; Permanently reside on the territory of Ukraine and have an appropriate resident card; Are recognized as refugees or persons in need of additional protection; and Are employees of diplomatic missions and consular posts of foreign states, representatives of official international missions, organizations accredited in Ukraine and members of their families or those who are staying at the invitation of the Ministry of Foreign Affairs of Ukraine. The resolution is valid from 00:00 Kyiv time on August 29 to 00:00 on September 28. Quarantine in Ukraine The adaptive quarantine was introduced on August 1. Ukrainian regions were split into the red, green, orange, and yellow zones depending on hospital load, the average number of PCR and ELISA tests, the ascertainment rate of COVID-19, and daily spread dynamics. Quarantine-related curbs differ in each zone. The mildest ones are in the green zone, the regions included in the red zone have to introduce the toughest restrictive measures. Updated quarantine zoning became effective in Ukraine on August 17. Kyiv was included in the yellow zone. In Ukrainian schools within the “orange quarantine zone”, teachers will be wearing protective face shields in class. On August 26, the Cabinet of Ministers extended the adaptive quarantine until November 1.
